Structured Framework

Breeder Standards

A structured framework governing breeder participation, health testing requirements, veterinary involvement, documentation standards, oversight review, and final placement preparation.

Built on Structure, Not Assumption

Premier Pups operates within a structured framework that governs breeder participation, health testing requirements, veterinary involvement, documentation standards, oversight review, and final placement preparation.

This framework defines the standards applied across the breeder network and establishes how health planning, veterinary care, documentation, and oversight are coordinated throughout each stage of a puppy's development.

The sections below outline how these standards are implemented and monitored.

PRE-PLACEMENT PROCESS

Final Preparation Prior to Placement

Blood evaluation is one part of the final preparation stage completed before a puppy goes home. Each step contributes different, complementary information.

STEP 1

Breeder Participation & Standards

Breeders enter the network through a structured framework requiring regulatory compliance, verified health testing, and cooperation with ongoing documentation review.

STEP 2

Health Testing & Clearance

Parent dogs undergo breed-appropriate evaluations including OFA testing. Documentation is reviewed and breeding decisions are confirmed only after veterinary clearance.

STEP 3

Veterinary Oversight & Monitoring

Licensed veterinarians are involved from pre-breeding evaluations through pregnancy wellness, neonatal monitoring, vaccination, and developmental assessments.

STEP 4

Documentation & Development Tracking

Weight tracking, vaccination records, deworming schedules, veterinary reports, feeding routines, and health observations are all recorded and maintained.

STEP 5

Internal Oversight & Compliance

Breeder relation agents conduct documentation reviews, veterinary record evaluations, and on-site assessments on both scheduled and unannounced bases.

STEP 6

Placement Preparation & Transition

Puppies transition to Premier Pups for final review: nose-to-tail vet exams, VetScan Imagyst AI fecal screening, pre-screen blood evaluations, and documentation review before placement.

BREEDER NETWORK

Breeder Participation Standards

Breeders who participate within the network operate within a coordinated model of care that includes defined health requirements, veterinary oversight, documentation standards, and ongoing review.

Participation requires:

Compliance with applicable federal, state, and local regulations
Verified health testing for breeding dogs prior to pairing
Veterinary involvement in health planning and litter development
Structured record-keeping for parent dogs and litters
Cooperation with coordinated oversight and documentation review

Continued participation is dependent upon adherence to these requirements. Participating breeders operate within applicable regulatory frameworks and may be subject to government inspection requirements.

HEALTH PLANNING

Health Testing Framework

Health planning begins prior to breeding decisions. Breeding decisions occur only after age-appropriate maturity and veterinary clearance are confirmed.

Parent dogs undergo breed-appropriate health evaluations. This includes Orthopedic Foundation for Animals (OFA) testing where applicable and other screenings relevant to the specific breed. Documentation of completed testing is reviewed before pairing decisions are confirmed. Testing protocols reflect breed-specific recommendations and available screening standards.

Pairings are evaluated within a structured framework that considers documented health history, veterinary input, and overall compatibility.

Health testing records are kept as part of the broader oversight system and form the basis for breeding decisions within the network.

CLINICAL CARE

Veterinary Oversight

Licensed veterinarians are engaged throughout the breeding and early development process.

Veterinary involvement includes:

Pre-breeding health evaluations
Pregnancy wellness planning
Neonatal health monitoring
Vaccination scheduling
Parasite prevention protocols
Developmental health assessments

Routine veterinary examinations occur during early development to confirm health status and progression. Veterinary review functions as a continuing component of the overall framework rather than as a single checkpoint.

CONTINUITY OF CARE

Documentation & Development Tracking

Continuity of care depends on structured documentation. Organised record-keeping supports consistency across participating breeders and provides traceability from birth through transition.

During each litter's development, the following are recorded and maintained:

Weight tracking & growth milestones
Deworming schedules
Veterinary examination reports
General health observations
Vaccination administration records
Feeding routines

COMPLIANCE

Oversight & Compliance Review

Oversight is maintained through documentation review, veterinary record evaluation, direct engagement with participating breeders, and on-site assessments.

The oversight process includes:

Review of health testing documentation
Evaluation of veterinary records
Confirmation of care protocols
Monitoring of litter development records
On-site visits conducted on both scheduled and unannounced bases
Verification of continued compliance with participation standards

Records are kept within organised systems and are subject to review as part of ongoing oversight. Continued participation is dependent upon adherence to these requirements.

FINAL PREPARATION

Placement Preparation

Placement does not occur directly from breeder to family. When puppies reach the appropriate developmental stage, they transition to Premier Pups for final preparation and review prior to placement.

During this stage:

Licensed veterinarians conduct comprehensive nose-to-tail health examinations
Fecal testing is conducted using VetScan Imagyst® AI Fecal technology to screen for intestinal parasites prior to placement
More than 70% of puppies also undergo a pre-screen blood evaluation prior to placement to help establish baseline health indicators before transition to their new home
Health documentation is reviewed for completeness
General condition and readiness are assessed
Age-appropriate social exposure continues

Placement occurs only after this structured review process is completed.

70%+ Pre-Screen Blood Evaluation

Helps establish baseline health indicators before the puppy transitions to their new home.

VetScan Imagyst® AI Fecal Screening

Advanced AI-powered fecal technology screens for intestinal parasites prior to placement.

COMMITMENT

Long-Term Accountability

Health testing, veterinary oversight, documentation, compliance review, and placement preparation operate within a single coordinated framework.

This structure governs how breeders participate, how health protocols are applied, and how readiness for placement is confirmed.

Puppies placed through Premier Pups are supported by a long-term health guarantee that reflects the coordinated health planning and oversight maintained throughout this framework.

INTERNAL PROGRAM

Internal Oversight Program

The Internal Oversight Program defines how participation standards are monitored within the breeder network. Oversight includes documentation review, veterinary record evaluation, and on-site assessments conducted on both scheduled and unannounced bases.

This program is designed to confirm that required health, care, and environmental standards are consistently maintained and reflected in day-to-day operations.

ASSESSMENT PROCESS

How Oversight Is Conducted

Oversight is performed by our designated breeder relation agents who review records, observe care practices, and evaluate facility conditions. Reviews may occur on a scheduled basis or without prior notice.

Oversight is not limited to paperwork. On-site evaluations focus on whether documented standards are visible in practice.

ON-SITE EVALUATION

What We Review

During on-site assessments, breeder relation agents observe care practices, evaluate facility conditions, and review supporting documentation across several areas of operation.

Animal Health & Condition

General body condition and weight, coat quality and cleanliness, eyes, mobility, and overall alertness, signs of untreated illness or injury, condition of nails and basic grooming.

Health observations are considered alongside veterinary records and preventive care documentation.

Housing & Safety

Structural condition of enclosures and fencing, presence of gaps or injury risks, adequacy of space for dogs to stand, turn, lie down, and rest comfortably, security of gates and containment areas, separation practices when required.

Housing is evaluated for both safety and functionality.

Cleanliness & Environment

Overall cleanliness of living areas, waste removal practices, odor levels as an indicator of sanitation management, condition of bedding or resting surfaces, air circulation and ventilation appropriate to facility type.

Sanitation is reviewed as a practical indicator of daily care routines.

Food, Water & Storage

Access to clean, potable water, condition of food and water receptacles, storage of food in sealed protected containers, feeding routines appropriate to age and life stage.

Handling & Daily Care

How dogs are handled during routine interaction, response of dogs to human presence, age-appropriate handling of puppies, observation of normal behavior and stress indicators.

Handling practices are evaluated as part of overall welfare assessment.

Documentation & Records

Verification of breeding eligibility, documentation of breeding intervals and recovery time, condition and monitoring of whelping areas, litter development tracking and minimum age compliance prior to transfer.

RECORDS REVIEW

Documentation & Veterinary Records

Oversight includes review of:

Health testing documentation for breeding dogs
Individual veterinary records and preventive care protocols
Vaccination and deworming records
Litter development logs
Breeding and whelping records
Regulatory documentation where applicable

Records are reviewed for organisation, completeness, and alignment with observed practices.

Corrective Review

If a review identifies areas requiring clarification or improvement, findings are documented and follow-up evaluation may occur. Continued participation within the network is dependent upon adherence to established standards.

Regulatory Alignment

Participating breeders are expected to comply with applicable federal, state, and local requirements. Where relevant, this may include standards established under the Animal Welfare Act and related regulations, in addition to state and local requirements.

"Oversight is not limited to paperwork. On-site evaluations focus on whether documented standards are visible in practice."
THIRD-PARTY VETERINARY OVERSIGHT

Independent Medical Evaluation

In addition to internal monitoring, breeder participation within the network includes ongoing involvement by licensed veterinarians. Veterinary oversight provides independent medical evaluation of breeding dogs and litters throughout the breeding and early development process.

FINAL HEALTH CHECK

Pre-Placement Examination

Prior to placement, puppies undergo a comprehensive nose-to-tail health examination conducted by a licensed veterinarian.

This examination includes:

General physical assessment
Evaluation of eyes, ears, heart, lungs, and mobility
Review of vaccination status
Confirmation of overall health condition

Health documentation from this examination is kept as part of the placement record.

CLINICAL INDEPENDENCE

Independent Medical Perspective

Veterinary oversight provides an independent clinical perspective within the broader Standards, Health & Oversight framework.

While internal oversight evaluates compliance with participation standards and observable care conditions, veterinary involvement focuses on medical assessment, preventive care, and health management. These layers function together to support continuity of care and responsible breeding practices.

COMPLIANCE

Regulatory Alignment

Veterinary involvement operates within applicable federal, state, and local requirements governing animal health and welfare. Where relevant, this may include standards established under the Animal Welfare Act and related regulations, in addition to state and local veterinary practice requirements.

Every Puppy. Every Standard. Every Step.

Health testing, veterinary oversight, documentation, compliance review, and placement preparation, all within a single coordinated framework.
